For anyone actively involved in the Customs Compliance industry, including management, I recommend a read of the latest "Goods Compliance Update" (dated June 2016), from the Commander of Customs Compliance, Ms Erin Dale.
In this publication, Compliance areas of focus for 2016 are:
- Cargo reporting
- Tariff Concession Orders
ABF will also be looking at improving overall compliance in the use of Self-Assessed Clearance (SAC) declarations and the Unaccompanied Personal Effects (UPE) concession.
It is pleasing to see this information update has been brought back to life given the recent level of industry uncertainty and anxiety involving various material compliance issues. In particular, the interpretation surrounding TCO eligibility and retrospectivity, mainly resulting from certain AAT and Federal Court cases over the past 12-18 months and subsequent demands being issued by ABF.
Whilst most industry professionals have been claiming a "Change of Practice" (COP) exists with the change of TCO compliance and eligibility interpretation stemming from the forgoing cases, this seems to have been largely omitted from this latest publication.
